The ‚ character is the single-stroke sibling of „. It opens the ‚…' pair at the third level of nesting, once guillemets « » and the „ “ pair are already in use, and serves as the single opening quote in German. It is easy to confuse with a comma: a comma drops below the baseline and clings to the preceding letter, while this mark stands on its own.
